Please read these terms carefully. By scheduling or accepting services from PMR Projects, you agree to the terms outlined below.

These Terms and Conditions (“Agreement”) govern the services provided by Property Maintenance and Renovation LLC (“PMR Projects,” “we,” “us,” or “our”) to clients (“Client,” “you,” or “your”). By scheduling, accepting, or paying for services, you agree to be bound by this Agreement.
PMR Projects is a licensed and insured California contractor (CSLB License #1114198) carrying Liability and Workers' Compensation insurance, headquartered at 2801 Junipero Ave, Suite 206, Signal Hill, CA 90755.
1. Services & Scope of Work
1.1 Written Scope Required. All services are performed based on a written scope of work agreed upon by both parties prior to project commencement. Verbal agreements are not binding.
1.2 Project-Based Pricing. PMR Projects uses project-based pricing. All estimates are fixed-price unless a change order is issued and signed by both parties.
1.3 Change Orders. Any changes to the original scope of work must be documented in a written change order and approved by the Client before additional work begins. Change orders may affect the project price and timeline.
1.4 Service Area. Services are available within a 25–30 mile radius of Signal Hill, CA, subject to project size and availability.
1.5 No Emergency Service. PMR Projects does not provide 24-hour emergency repair services. Same-day service may be available when permits allow and scheduling permits.
2. Payment Terms
2.1 Payment Schedule. Payment terms are outlined in the written project scope. For residential clients, a deposit may be required prior to project start. Final payment is due upon project completion and walkthrough.
2.2 Commercial & Property Management Terms. PMR Projects offers 15NET and 30NET payment terms for qualified property management companies. These terms must be agreed upon in writing prior to project commencement.
2.3 Late Payments. Invoices not paid within the agreed terms may be subject to a late fee of 1.5% per month on the outstanding balance, consistent with California law.
2.4 Accepted Payment Methods. Accepted payment methods will be communicated at the time of estimate. PMR Projects reserves the right to place a mechanics lien on the property in accordance with California Civil Code if payment is not received.
3. Cancellations & Rescheduling
3.1 Notice Requirement. Clients must provide at least 8–12 hours advance notice to cancel or reschedule an appointment. This allows PMR Projects sufficient time to reassign technicians and adjust scheduling.
3.2 Late Cancellation Fee. A $45.00 service fee will be charged if an appointment is cancelled or rescheduled after the technician is already en route or on site.
3.3 Permission to Enter Exemption. The $45.00 fee does not apply to “Permission to Enter” appointments where access is granted without a scheduled meeting.
3.4 Project Cancellation. If a Client cancels a project after work has commenced, the Client is responsible for payment for all work completed to date, plus any materials ordered or purchased specifically for the project.
3.5 Right to Cancel. PMR Projects reserves the right to cancel or reschedule appointments due to unforeseen circumstances, weather, or safety concerns. In such cases, no cancellation fee will be charged to the Client.
4. Warranty & Workmanship
4.1 Workmanship Warranty. PMR Projects provides a 1-year workmanship warranty on all work performed on rental properties, and a 1–2 year workmanship warranty for homeowners, from the date of project completion.
4.2 Warranty Coverage. The warranty covers defects in workmanship directly attributable to PMR Projects. It does not cover damage caused by misuse, neglect, accidents, acts of nature, or modifications made by third parties after project completion.
4.3 Materials Warranty. Manufacturer warranties on materials and products are passed through to the Client where applicable. PMR Projects does not provide a separate warranty on materials beyond the manufacturer's warranty.
4.4 Warranty Claims. To make a warranty claim, the Client must notify PMR Projects in writing within the warranty period. PMR Projects will assess the claim and, if covered, will repair or correct the defect at no additional charge.
4.5 Final Walkthrough. All projects conclude with a final walkthrough. The Client's signature on the project close-out documentation indicates acceptance of the completed work. Issues identified after close-out may be subject to warranty terms.
5. Liability & Insurance
5.1 Insurance Coverage. PMR Projects carries general liability insurance and workers' compensation insurance on all projects. Certificates of insurance are available upon request.
5.2 Limitation of Liability. PMR Projects' total liability for any claim arising from services provided shall not exceed the total amount paid by the Client for the specific project giving rise to the claim.
5.3 Pre-Existing Conditions. PMR Projects is not liable for pre-existing conditions, hidden defects, or damage discovered during the course of work that was not included in the original scope. Such conditions will be communicated to the Client and may require a change order.
5.4 Client Responsibilities. The Client is responsible for ensuring safe and clear access to the work area, removing personal property and valuables prior to work commencement, and disclosing any known hazardous materials (e.g., asbestos, lead paint).
5.5 Consequential Damages. PMR Projects shall not be liable for any indirect, incidental, special, or consequential damages, including but not limited to loss of income, loss of use, or loss of profits.
6. Disputes & Governing Law
6.1 Dispute Resolution. In the event of a dispute, both parties agree to first attempt resolution through good-faith negotiation. If negotiation fails, disputes shall be submitted to mediation before any legal action is initiated.
6.2 Governing Law. This Agreement shall be governed by and construed in accordance with the laws of the State of California. Any legal proceedings shall be conducted in Los Angeles County, California.
6.3 CSLB Complaints. Clients have the right to file a complaint with the California Contractors State License Board (CSLB) at any time. CSLB contact information: 9821 Business Park Drive, Sacramento, CA 95827 | (800) 321-2752 | www.cslb.ca.gov.
6.4 Attorney's Fees. In any legal action arising from this Agreement, the prevailing party shall be entitled to recover reasonable attorney's fees and costs, as permitted by California law.
7. Privacy Policy
7.1 Information We Collect. PMR Projects collects personal information (name, address, email, phone number) necessary to provide services, communicate with clients, and process payments. We do not sell or share personal information with third parties for marketing purposes.
7.2 Use of Information. Client information is used solely for project management, communication, invoicing, and service delivery. We may retain records for legal and accounting purposes as required by California law.
7.3 Photography. PMR Projects may photograph completed work for portfolio and marketing purposes. If you prefer that photos of your property not be used, please notify us in writing prior to project commencement.
7.4 California Privacy Rights. California residents have the right to request access to, correction of, or deletion of their personal information under the California Consumer Privacy Act (CCPA). To exercise these rights, contact us at [email protected].
8. General Provisions
8.1 Entire Agreement. This Agreement, together with the written project scope and any signed change orders, constitutes the entire agreement between the parties and supersedes all prior discussions, representations, or agreements.
8.2 Severability. If any provision of this Agreement is found to be unenforceable, the remaining provisions shall remain in full force and effect.
8.3 Amendments. PMR Projects reserves the right to update these Terms and Conditions at any time. Updated terms will be posted on our website and are effective upon posting.
8.4 Independent Contractor. PMR Projects operates as an independent contractor. Nothing in this Agreement creates an employment, partnership, or joint venture relationship between PMR Projects and the Client.
8.5 Force Majeure. PMR Projects shall not be liable for delays or failure to perform due to circumstances beyond our reasonable control, including but not limited to natural disasters, government actions, supply chain disruptions, or labor shortages.
